Red Cross Accompanies Hamas in Recovery for Remains of Captives in Gaza

A Red Cross official stated that its representatives joined Hamas officials into zones of the Gaza Strip currently controlled by IDF authority to facilitate the hunt for the bodies of individuals held captive.

Truce Agreements and Captive Bodies Return

As part of the truce negotiated by the United States, which took effect on October 10, Hamas is required to return the remains of all Israeli hostages promptly. As a reciprocal measure, the Israeli government has consented to transfer the remains of 15 Palestinians for every Israeli body returned.

The organization has so far returned the remains of fifteen of those held captive but zero in the last five days, as a portion of those remains are believed to be in areas past the ceasefire boundary marking Gaza’s ceasefire.

ICRC Role as Impartial Facilitator

“At the request of the parties, the International Committee of the Red Cross (ICRC) joined a party to the conflict as the party looked for the remains of the deceased past the military-established ‘yellow boundary’,” said a representative for the organization.

She added: “The parties to the conflict established the modalities of the mission and delegated the ICRC to serve as a impartial mediator. The ICRC was not involved in the discussions.”

The official additionally explained: “Our team was not involved in the physical hunt for the deceased nor does it engage in the retrieval of remains.”

Global Humanitarian Law and Duties

According to international humanitarian law, it is the duty of the sides involved in a conflict to search for, gather, and recover the bodies of the deceased.

American Ultimatum and Local Recovery Operations

On Saturday, the American leader delivered a two-day ultimatum to the organization. “They is going to have to start handing over the remains of the deceased hostages, including two Americans, promptly, or the additional nations involved in this significant truce will take action,” he posted on his social‑media platform.

As the two-day window neared, Hamas, joined by the ICRC, joined teams from Egypt, who were authorised by Israel to search for bodies beyond the line marking the Israeli military’s pullback inside the territory. An official representative said the Egyptian team would use heavy machinery and vehicles in the search.

Official Confirmation and Press Coverage

The news was supported by an unnamed Israeli official, who told Hebrew-language media that members of the group had been permitted to access sections of Gaza under military authority to search for the remains of captives, alongside Egypt’s and ICRC teams.

“For this purpose, representatives were permitted to cross the yellow line,” the source was quoted as saying.

Video released by a media outlet appeared to show members of a Hamas unit – belonging to the group’s military wing responsible for holding captives – escorting a humanitarian transport in a specific location near a southern city, which is beyond IDF jurisdiction.

Difficulties in Finding Hostage Bodies

The search for the bodies of individuals taken captive has turned into one of the most sensitive issues in the truce reached between the parties. However, the effort to find the bodies has been challenging from the beginning, given the existence of an estimated 60m tonnes of debris across the strip, where, according to local health authorities, at least ten thousand Palestinians are recorded as unaccounted for, buried under the debris.

Diverging Statements on Remains Whereabouts

The group has stated it lacks information on the precise locations of all the bodies, saying it has been unable to communicate with several of its teams that had been detaining the captives and were reportedly killed during military strikes.

However, an official representative asserted that Hamas was aware of the whereabouts of the remains. “If Hamas made more of an effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

American Position and Weapons Surrender Discussions

Although the US president has acknowledged that a portion of the bodies are hard to access, he said that “others they can return immediately and, for unknown reasons, they are failing to do so.”

“It may have to do with the surrender of weapons of Hamas,” he noted.

Washington has said it has obtained guarantees from Hamas that the group will disarm, though no clear timeline has been set. They remains reluctant to surrender its weapons without firm guarantees about the future of its members.
