The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are issued from various governments. Significant resources is expended on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch shakes the surroundings, causing tremors. The instant of fear quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are evidently unprepared to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the near future.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
